Talk to Ahaadah at the Philosopher's Alley in Aht Urhgan Whitegate to begin this quest. Alcander and Ahaadah want you to help Tinga-Matonga become a respectable citizen
After this go to (I-11) in Port Al Zahbi (Southern ports). Under the half shack roof you will get another cutscene.
A third cutscene is right on the path above the shack, at (I-12) at the end of the path.
After this, you are sent to find Alcander in Bhaflau Thickets. He is found at (I-8) by clicking on the ???. After another cutscene, a NM Plague Chigoe pops. It's a MNK type mob and hits hard and fast. Kill the NM and check the ??? again.
Return to Ahaadah back in town to receive your reward.

Note: Party of 6 level 60+ or 3 level 75
This has been solo'd by Rdm and Blm. Seems blaze spikes works wonders. Ice spikes might be nice to so it can paralyze.
